The City's forecast

The City’s Upcoming Contracting Opportunities page lists planned procurements in five categories with target release windows from Spring 2026 to Winter 2026, or “TBD”, and says “timelines and details may change”10. Examples: Colorado Lagoon Tide Gates Replacement, Shoreline Drive Realignment and an EV charging depot (construction); fire turnout extractor machines (goods); a Stormwater Master Plan and a bond underwriters pool (professional services)10. Some Spring and Summer 2026 targets have passed.

The City's FY27 capital plan

The City Council adopted the FY 27 budget on the night of September 8, 2026, with changes6. The proposed budget, unveiled July 30, 2026, was “$4 billion” and closed a “$58.2 million” General Fund deficit4.

The proposed FY 27 Capital Improvement Program book, which excludes the Harbor Department, gives “Total Proposed FY 27 Capital Funding: $299,591,049” and $584,421,659 for FY 27 to FY 293. The pages read do not show whether Council changed the capital total on September 8. By source, the largest FY 27 shares are the Water Fund at $62.9M and the Measure A bond at $57.1M, followed by Tidelands at $37.2M, Transportation at $36.7M and Sewer at $35.9M3.

The Elevate ’28 Infrastructure Investment Plan is a multi-year plan, not an FY27 spend. The July 30, 2026 proposed-budget release describes “$1.24 billion for more than 180 projects an increase of $152.6 million year-over-year”, led by Mobility & Safety Improvements ($555,219,592) and 2028 Olympic Legacy ($260,177,918)4.

Official pages disagree The Public Works Elevate ’28 page, read on October 2, 2026, says FY 2027 “added $158.6 million in new investments, bringing the total plan to $1.25 billion”, with 183 projects, 75 completed or in construction and 15 with initial FY 2027 funding5. The proposed-budget release dated July 30, 2026 gives $1.24 billion4. The Public Works page describes the plan after FY 2027 funding was added; the category amounts above are the proposed budget’s, and $1.25 billion is the later total.
