Every request in the city’s Go Long Beach dataset carries, when the city recorded it, a council district and a ZIP code1. This page counts requests by each, by the year the request was created, for all request types and all statuses together. It answers where the city’s 311 volume is logged, which is not the same as where problems occur or how well a district is served. The definitions behind every Data page are in How the Long Beach Data Pages Are Made.

The 2020 column is partial, because the dataset starts in late September 2020, and the 2026 column is partial, because it runs only through the fetch date, October 2, 20261.

Source Go Long Beach Service Requests, City of Long Beach open data portal, fetched October 1, 2026; daily refresh by the city. Period: September 2020 to the fetch date. Method: Requests counted by the council district and ZIP the city recorded on each request and the year created; requests without a district or ZIP are shown as not recorded. The figures are this site’s own tallies of the city’s published records, used under the City of Long Beach’s open-data terms; the city does not endorse this site. How these pages are made.

Counts are not per resident

A district with more requests may simply report more. The tables count requests the city logged, and a count depends on how many people live, work and pass through a district, how many of them use the 311 channel and which request types the channel invites, as well as on how many problems exist. The dataset cannot separate those, and this site has no sourced population by council district to divide by, so there is no per-resident figure on this page1.

Read each table as a record of where the city’s 311 system received requests, not as a ranking of districts or ZIP codes by condition.

Requests by council district and year

The table gives CD 1 to CD 9, one column per year created and a Total row. Districts are numbers throughout; the page names no officeholders1.

Total 11,383 42,269 49,737 55,679 68,839 70,039 55,289 353,235

CD 1 is the largest district by count in the table, with 103,363 requests in total and 22,227 in 2025. CD 2 follows with 54,863 in total and 10,881 in 2025, and CD 6 is third with 40,814 and 8,032 in 20251. At the other end, CD 4 has 20,037 in total, with CD 8 at 23,123 and CD 9 at 23,442 just above it1.

The Total row reads 353,235. The district table has no Not recorded row: every request in it carries one of the nine districts1.

How the districts moved

In 2020 CD 1 recorded 2,525 requests and CD 2 recorded 2,121. In 2021 the order reversed, with CD 2 at 8,523 and CD 1 at 8,094. From 2022 the two diverged: CD 1 recorded 15,155 and CD 2 recorded 7,0711. CD 1 reached 16,893 in 2023 and 22,140 in 2024, against 7,628 and 9,696 for CD 21.

Other districts changed less. CD 4 recorded 3,299 in 2021, 3,579 in 2024 and 3,128 in 2025. CD 6 rose from 5,057 in 2021 to 8,032 in 20251. The page reports these movements as the city’s counts and does not offer a cause for the jump in CD 1.

CD 7 rose from 3,130 in 2021 to 5,958 in 2024 and 6,222 in 2025, while CD 5 went from 3,065 in 2021 to 4,737 in 2024 and 4,480 in 2025. CD 8 and CD 9 stayed in a narrower band, between 3,001 and 4,481 for CD 8 and between 3,085 and 4,548 for CD 9 across the full years from 2021 to 20251. Because 2026 is partial, its column is left out of every comparison in this section.

Requests by ZIP and year

The ZIP table lists the largest ZIP codes by total, plus a Not recorded row for requests the city logged without a ZIP. It has no Total row, because it shows only the largest ZIP codes and not every one1.

ZIP 2020 2021 2022 2023 2024 2025 2026 Total
90802 2,064 7,873 11,723 14,239 19,761 18,667 14,799 89,126

90831 3 16 14 89 121 98 36 377
90755 13 43 28 49 54 36 24 247

ZIP 90802 is first with 89,126 requests, rising from 2,064 in 2020 to 14,239 in 2023 and 19,761 in 2024, then 18,667 in 20251. ZIP 90813 is second with 62,660 and its highest year is 2025, at 13,159. ZIP 90805 has 42,420, 90806 has 30,173 and 90803 has 29,2341.

Two ZIP codes at the bottom of the table are much smaller: 90831 has 377 requests in total and 90755 has 2471. The Not recorded row holds 2,302 requests, between the 90814 total of 11,356 and the 90831 total of 3771.

ZIP codes and council districts do not line up, and the tables do not map one onto the other. The tables do not say which ZIP codes fall in which district, so the 90802 count of 89,126 cannot be read as a part of the CD 1 count of 103,3631. Comparing the two tables is a comparison of two sets of labels the city attached to the same requests. A ZIP count and a district count of the same requests are two different groupings of the same dataset.

How to read these counts

Year. Requests are counted by the year they were created, whatever their status1.

Status. Every status is included: Closed, Closed Referred, In Progress, Cancelled, Duplicate and New1.

Not recorded. The district and ZIP are the ones the city attached to the request. A request without a ZIP is shown as Not recorded in the ZIP table; the district table has no such row1.

Size of the gaps. A difference between two districts or two ZIP codes is a difference in logged requests over the years shown, and the tables carry no margin of error or adjustment of any kind; the figures are tallies of the city’s rows1.

All types. The tables combine every request type. A district’s total can be driven by one or two large types; the by-type page shows which types are largest overall1.

Frequently Asked Questions

Which Long Beach council district has the most 311 requests?

CD 1, with 103,363 requests created from late September 2020 through October 2, 2026. CD 2 has 54,863 and CD 6 has 40,8141.

Does a higher count mean a district has more problems?

No. The counts are not per resident, and a district with more requests may simply report more. The dataset does not measure how many problems exist1.

Which ZIP code has the most 311 requests?

ZIP 90802, with 89,126 requests across the years shown. ZIP 90813 has 62,660 and ZIP 90805 has 42,4201.

What does Not recorded mean?

It marks requests the city logged without a ZIP. The ZIP table shows 2,302 of them1.

Why does the district table total 353,235?

It is the number of requests in the dataset on the fetch date, October 2, 2026, with every district assigned and every status counted1.

Are the 2020 and 2026 columns complete years?

No. The dataset starts in late September 2020, and the 2026 column runs only through October 2, 20261.
