In brief
Between 2022 and September 2026, Council District 1 has the most new license records in Long Beach with 2,963, ahead of District 5 with 2,454 and District 3 with 2,400; by ZIP, 90802 leads with 2,614. The counts are in-city license records by start date, all statuses, as of October 1, 2026, and say where a license is recorded, not where a business trades most of its hours.
- Smallest districts: District 8 with 900 records and District 9 with 929 over the five years1.
- Every district’s 2026 count is partial, through September; District 1 has 544 so far against 601 in all of 20251.
- ZIP 90813 started 601 records in 2022 and 414 in 2025, while 90802 started 551 and 5961.
- Records with no ZIP number 491 over the five years, with 184 in 2024 alone1.
- The district table totals 15,954 records; the ZIP table lists only the fourteen largest ZIP rows1.
Long Beach’s license layer attaches two geographic fields to a license record: the council district and the ZIP. Each can be tallied by the year a license started, which gives a view of where in the city new licenses are recorded. This page shows both for 2022 through September 2026, in two tables. It does not describe the neighborhoods inside either one, because the layer’s fields do not.
The page is part of the Data desk, which sets out how each count is made on How the Long Beach Data Pages Are Made. For the process that produces a license in the first place, see How to Start a Business in Long Beach. The figures are this site’s tallies of the city’s records, used under the MapsLB terms of use, which allow reuse and do not allow any suggestion that the city endorses it2.

What the district and ZIP fields are
The council district and the ZIP are the values the city holds on each license record. This site uses them as they are and does not assign any record to a district or ZIP by address1. A council district is a political area and a ZIP is a postal one, so the two tables do not line up row for row and cannot be added together or matched against each other.
A record is counted in the year of its start date, inside the city, with every status as of October 1, 20261. A license that started in 2023 and has since closed is still a 2023 start. The 2026 column covers January through September, because the current month is left out and the previous two months are provisional1.
The tables begin in 2022 and not in 2018, which is where the other new-license tables begin. They cover five calendar years, the last of them partial.
New licenses by council district
The table has one row for each of the nine council districts and one column for each year from 2022 to 2026, plus a Total column. Records the city left without a district number do not appear in the table, and the Total row adds the nine districts only.
| Council district | 2022 | 2023 | 2024 | 2025 | 2026 | Total |
|---|---|---|---|---|---|---|
| 1 | 651 | 578 | 589 | 601 | 544 | 2,963 |
| 2 | 377 | 347 | 400 | 442 | 300 | 1,866 |
| 3 | 501 | 488 | 457 | 539 | 415 | 2,400 |
| 4 | 323 | 311 | 310 | 323 | 252 | 1,519 |
| 5 | 504 | 521 | 487 | 592 | 350 | 2,454 |
| 6 | 351 | 275 | 269 | 290 | 208 | 1,393 |
| 7 | 438 | 290 | 305 | 297 | 200 | 1,530 |
| 8 | 196 | 184 | 203 | 160 | 157 | 900 |
| 9 | 191 | 208 | 190 | 196 | 144 | 929 |
| Total | 3,532 | 3,202 | 3,210 | 3,440 | 2,570 | 15,954 |
District 1 has the most records in every column of the table: 651 in 2022, 578 in 2023, 589 in 2024, 601 in 2025 and 544 so far in 2026, a total of 2,9631. District 5 is second over the whole period with 2,454, and District 3 third with 2,4001.
District 2 comes next with 1,866, then District 7 with 1,530, District 4 with 1,519 and District 6 with 1,3931. At the other end are District 9 with 929 and District 8 with 9001.
How the districts moved from year to year
The yearly totals in the bottom row are 3,532 in 2022, 3,202 in 2023, 3,210 in 2024 and 3,440 in 2025, with 2,570 so far in 20261.
A few districts have a pattern of their own. District 7 started 438 records in 2022 and 290 in 2023, and has stayed near that lower level: 305 in 2024, 297 in 2025 and 200 so far in 20261. District 2 rose each year after 2023, from 347 to 400 and then 442 in 20251. District 5 has 521 in 2023 and 592 in 2025, and 350 so far in 20261.
District 8 fell from 203 in 2024 to 160 in 20251. District 4 is almost unchanged from year to year, with 323 in 2022, 311 in 2023, 310 in 2024 and 323 in 20251.
The table does not explain any of these movements. A change in a district’s count can reflect the number of licenses issued there, the way the city records the district, or the mix of license types that start in a given year, and the layer does not say which1.
New licenses by ZIP
The ZIP table shows the fourteen largest rows by five-year total. A ZIP outside the list is not shown, and the table has no Total row. One row has no ZIP number; it counts the records the city left blank in that field.
| ZIP | 2022 | 2023 | 2024 | 2025 | 2026 | Total |
|---|---|---|---|---|---|---|
| 90802 | 551 | 459 | 548 | 596 | 460 | 2,614 |
| 90813 | 601 | 438 | 446 | 414 | 329 | 2,228 |
| 90803 | 390 | 306 | 300 | 382 | 297 | 1,675 |
| 90807 | 349 | 371 | 331 | 368 | 246 | 1,665 |
| 90805 | 337 | 348 | 331 | 320 | 265 | 1,601 |
| 90804 | 267 | 305 | 289 | 321 | 225 | 1,407 |
| 90806 | 298 | 300 | 270 | 285 | 212 | 1,365 |
| 90808 | 231 | 216 | 232 | 284 | 145 | 1,108 |
| 90815 | 231 | 212 | 227 | 215 | 188 | 1,073 |
| 90814 | 136 | 135 | 146 | 136 | 127 | 680 |
| 6 | 14 | 184 | 181 | 106 | 491 | |
| 90810 | 134 | 99 | 81 | 104 | 62 | 480 |
| 90831 | 5 | 13 | 10 | 11 | 13 | 52 |
| 90840 | 2 | 4 | 1 | 7 |
ZIP 90802 leads with 2,614 records over the five years, then 90813 with 2,228, 90803 with 1,675, 90807 with 1,665, 90805 with 1,601, 90804 with 1,407 and 90806 with 1,3651. Further down are 90808 with 1,108, 90815 with 1,073, 90814 with 680 and 90810 with 4801. The two smallest rows are 90831 with 52 and 90840 with 71.
The order at the top changed during the period. In 2022, 90813 had the most with 601 records, ahead of 90802 with 5511. By 2025, 90802 had 596 and 90813 had 414, and so far in 2026 the two stand at 460 and 3291.
Other ZIPs hold a narrower range. ZIP 90814 has between 127 and 146 records in every year of the table1. ZIP 90807 has between 246 and 371, and 90805 between 265 and 3481. ZIP 90808 started 284 records in 2025, up from 232 in 2024 and 216 in 20231.
The row with no ZIP
The row without a ZIP number starts small and then jumps: 6 records in 2022, 14 in 2023, 184 in 2024, 181 in 2025 and 106 so far in 2026, 491 in all1. The table does not say why the blank count rose in 2024, and this page does not infer a cause. The practical effect is that ZIP counts for 2024 onward are lower than they would be if every record carried one.
What the tables do not show
They do not say what kind of business each license is; the category groups are on What Kinds of Businesses Open in Long Beach. They do not say how many of the licenses remain open, which is covered by the closures on Business License Closures in Long Beach by Month and Category and by the active count on How Many Businesses Long Beach Has. They do not give per-resident rates, because the site has no sourced population for a district or ZIP, so the counts are raw1. The citywide monthly series is on New Business Licenses in Long Beach, Month by Month.
